If i get a 802.11b wireless card for my desktop, and a 802.11b wireless card for my laptop, can they communicate with each other or do i need a router/access point? I was going to get an access point but all i need to do is network these 2 computers.

Depends on the wireless cards feature. The feature you are looking for is called "Ad-hoc". Ad-hoc is the ability of a wireless card to talk to another wireless card in Ad-hoc mode without the need for an Access Point.
