why does my broadband/server timeout?

Specs: Windows Vista, 2.8ghz/1gb dedicated graphics/3gb RAM
Downloading some updates manually as my autoupdate isn't working. (system's clean it's a Vista problem sigh, yes I am going to upgrade but that's another issue LOL)

I keep getting server timed out errors even on simple FB games!!

... I get a feeling it's my provider who set a really low download speed, if so what can i do to tweak it if anything? I'm not getting anywhere the speed "they" quote on their website (not even half!)

and I was trying to do upgrades at 6am Sat. So not in peak time either.

OK am on a Toshiba laptop with OS vista :(, wireless to broadand and this is day 1 of my month so I have NOT gone over my limit (if I go over it slows down but not that I notice at all it's about the same speed!! As I type my download is going at: 93.4kB/s

(more background when I take my laptop to a local coffee/wi-fi spot I see a marked speed increase, so I know my computer is capable!) I get the "connection timed-out" error a lot at ANY time of day or night doesn't seem to matter and have taken my laptop at a friend's who has the same Netgear modem/router as I do but different provider and my speed is much better. This is why I think my provider has somehow capped the download speed at much lower speed (like 1/10th) of what it should be. Sorry caffeine hasn't hit yet but how do I test this out? Thx
