Whats Device and its Functionality Name?

Specs: Windows XP, P4 /2 gb
Hi, All
I have a scenario to full-fill. link is http://www.networking-forum.com/vie...
and needs to outsource for making this Embedded Security Device. scenario of This is described in picture attached with message.
other requirements are:

1- All packets of vip user needs to be secure.(including voip and other types)
2- Embedded Security Device's Configuration (encryption password etc) should be carried out using serial port.
3- Full duplex security required capable of 10mbs speed.
4- The device will be used within LAN (not in wan)

What would this device known, what’s its functionality name?
I am also a programmer but don’t have much knowledge of networking. I think each embedded security device would have separate ip addresses and encoding and decoding scheme then its forwarded to the target embedded security device and then finally to the system. Am I right?
Is there any similar device available in the market any link please?

Ok, If things are going Ambiguous and no, answer. I ask very simple question concerning with network programming that if I want to
"Capture all traffic with my "Device" from my computer and put another layer on it lets say i make udp packets but its data portion is a complete VoIP packet of my computer but in XORed(encrypted) with a password and forward this udp( which is having encrypted voip packet) to the Second "Device" which then just removes udp layer and decrypt the packet and forward voip packet to the PC(for which "Device" is dedicatedly attached).
