what program is using a port

OS: winXP at the moment
CPU/Ram: P4

I'm trying to setup an ftp server, but when I tell the server to go online, it tells me that port 21 may already be in use. I tried switching the server to go online on port 100, and it connected fine, so I know it's not a problem with the software. I don't know of anything that should be using port 21. Is there a way to find out what program/process is using port 21 so that I can stop it?

Port scanner such as AngryIP Scanner or the command netstat -a as johns3 said.
