the remote host needs to be running a telnet service, you simply open dos in windows or a console in any other OS and the commands are relatively straight forward.
e.g. telnet [hostname/ip] [port number]
you may be prompted with a login. once connected you will have access to the command prompt of the host and depending on the permissions of the account you logged in with you can perform a variety of commands.
