ATM stand for Asynchronous Transfer Mode. It is a Point-to-Point protocol which is used to connect to your ISP, usually abbreviated to PPPoATM. The other common method is PPPoEthernet.
VPI stand for Virtual Path Identifier and define how an ATM cell it routed. Used in conjunction with VCI; Virtual Channel Identifier.
VC stand for Virtual Circuit. It is a circuit that is defined by the VPI/VCI pair You can define as many Virtual circuits as you like, but only one can be active at any one time. So you usually define just one and give it number one.
Non of the parameters you have any choice over. They are determined by your ISP and you have to use what they tell you. Most ATM routers will determine these settings automatically.
In the UK where PPPoATM is the norm it is usually 0 for VPI and 38 for VCI. Other countries will vary.

If it works leave it. If not try 0/38 if you are in the UK
The only country I know of that uses 32 for VCI is Spain but they also use a VPI of 8 or 1.
