What is APILevel and how do I change it?

Specs: Windows XP
When trying to connect to an IBM DB2 Content Manager using the DKDatastoreICM.connect method in a java program, I receive an error in the program's log stating: "This is an internal error. Run the application with server trace set to Detail and Data. Save the sever log...etc."
Checking the server log for the content manager displays an error stating "APILEVEL Not Meet Minimum Required Level" (Sic). Followed by:
"Min required level <0803000610>
Input APILEVEL <0803000000>"
Does anyone know what this means and how I can solve this problem so that the program can connect? I have tried googling for APILevel but have had no success finding exactly what I need.

Contact the manufacturer and/or google the error message.

This sounds like a software issue and you posted it in the networking forum.
