WAP11 new firmware - can't connect

I bought a used WAP11 and connected it to my network. I entered the setup utility via 192.168.1.251. The first thing I noticed was that the firmware needed to be updated. I downloaded the new firmware from linksys and installed it via the web-based utility. I waited for the process to complete and the access point reset but never returned to the setup page. I closed the browser and tried to get back into setup but can not. The power light is steady on, the link light is steady on but ther "act" light is not on at all. I have tried the 10 second reset, 30 second reset, 1 min reset, all followed by a 30 second power-down. Nothing works. Is this thing toast or am I missing something?
