W 2k3, no remote acces domain

Hi, I have an issue concerning accessing shared folders and browsing pc's in my domain. Since I am new to server administration and I know very little of it I can't seem to find the cause of the problem.

I have an AD server, I have a DB server and I host some files on the AD server.
All the servers I have, have fixed IP's.
The DB Server is integrated in the main domain.

The problem:
When I try to access a shared network folder from the DB server I get immediately a message saying it is not possible to access the network location. Although I CAN access the desired network folder from any other pc in the domain.
Another issue is that I can't see the computers in the domain where I'm supposed to be in. Explorer shows me an empty folder in explorer opening the domain folder.

Accessing the DB server's shared folders is not a problem.

What I have tried to do:
Configure the wins property of using netbios turned to on -> NO CHANGE
Restarting the services of computer browser -> NO CHANGE
Restart the DB server -> NO CHANGE

After 2 days of googling i'm sick of it, so I hope someone can help me out.

What OS is the DB server running?

DB: windows 2003 sp2
AD: windows 2003 sp2
