VPN Connection

This laptop connects just fine when at home but from the wireless connection at the libary (and I am assuming other places) it fails to connect with a 721 error. The general internet connection is up and just to eliminate possible problems I disabled the firewall altogether. From research it is recommended:
From Robert Lin in another forum: "...check the router settings and make sure TCP Port 1723, IP Protocol 47 (GRE) are opened. Also make sure that the router has the PPTP enabled and not firewall block the traffic."
Sorry for the newbie question but how is this done on an XP machine?

Certain modems and/or routers don't get along too well with Microsoft VPN Technology. Unless you have control over the configuration of the library's network, you are out of luck.
