Is it possible to stop users pressing CTRL+ALT+DEL when you VNC them? All machines are running Windows XP

I believe you can disable that feature on the XP machine through group policy.

Are you not informing them that you are taking control over their pc?
Give a person a fish, they eat for a day. Suggest they internet search and they learn a skill for a lifetime.

on the remote PC, (the one you are accessing via VNC) open the VNC properties, and check "disable local keyboard and pointer". (be sure to edit the registry so that Properties is grayed out or the users will be able to change it back once you're ended the VNC session)

I was not aware that CTRL+ALT+DEL continues to work even if you have local keyboard disabled, I thought re-mapping keys would be a solution for you, but there is no way to remap keys in windows without rebooting.
Why do your users hitting CTRL+ALT+DEL anyway? This sounds like a social issue not a technical issue.

One of our users worked it out and has since been disciplined but we would like to disable this option (if possible) as a safety measure
