vista file sharing won't work

I'm trying to setup file sharing between two vista boxes. I've turned off "password protected sharing." I can access the public folders without any trouble, but no other folders that I share will work. A dialog comes up "\\FOO\bar is not accessible. You might not have permission to access..."
The shared folder has proper permissions set for everyone and guest and I've even tried matching up user accounts between the two machines (though it shouldn't matter with passwords off anyways) and no luck. It seems odd that the public folders work but nothing else will.
Both machines behave in this way when trying to access shared folders on the other. Also, they are running NIS.
