I wish to use a pc with a wireless connection for DSL and I wish to use the NIC card to control a IP Digital Video Recorder. Can both networks be used at the same time? How would I do this?

Should be able to accomplish this. Just don't put a gateway entry on the connection to the camera or windows can get confused as to which has the internet.

You also can't have them both on the same subnet.

So if internet is
192.168.0.x
255.255.255.0
192.168.0.1 for gateway

the camera interface has to be different like so
192.168.1.x
255.255.255
no gateway
