I have been asked to allow management (non technical) the ability to enable and disable user accounts on a standalone windows 2003 server. No active directory. It would be a nightmare to give them admin privileges. It is not possible to install Active Directory. Does anyone know of a better way. I can't find a way to only allow them this option.

What about having management send a request form to the IT department for account changes?

Been down that road. Bottom line is I need to find a solution or give admin rights, but thanks for the input.

Basically, you want to create a restricted admin account. As far as I know, it's all or nothing.

Create a secure web interface for them that acts as a wrapper for the 'runas' and 'net use' commands. This will allow you to tightly control what they can do with the accounts without giving them full administrator ritghs.
