User as admin on own computer

I have a 2k Pro server with 22 computers connected to a workgroup, and I have 10 computers connected to a domain.
I need to give the users on the domain admin rights to their computer, but not to the domain. Can anyone help me please?

if they are running win2k, then do the following: (before any of this is done, make sure you are already domain administrator or administrator for the PC) click control panel - > administrative tools -> computer management -> local users and groups -> click on groups -> it should show administrator, click on this and add whatever user it is to this
