Unable to contact DHCP server

OS: Win XP Pro
CPU/Ram: 756 mhz 256 ram

I have a laptop and a similar problem. The computer starts connectin then I get this message" limmited or no connectivity, the computer failed to renew your IP adress".
I turned off the firewall, I tried ipconfig/release renew, and I get the message" unable to contact your DHCP server"
I also tried to delete connections and restart the computer, nothing seems to work. But what puzzles me is tha I had the same problem before one or two times and resolved it self by going to local ar~ea connection, Propertie and clicking Internet protocol TCP/IP off and then on again.
So what is the problem this time and how can I fix it??
Help please gelp me!

Try resetting the TCP/IP stack:
