Unable to connect IP camera with router

Specs: Windows 7, 2.53/2gb
I am unable to connect vivotek ip7137 camera with d link or netgear router
I tried all my best made the connection with eithrnet cable , reset both machine set
static ip of pc but nothing is happening
can some body explains all the step require to do this

I have no experience with that camera but it if it connects to the network it will need to have an IP address. Every network camera I've seen allows for having the TCP/IP settings applied statically. I recommend you use an IP that's outside the DHCP Scope defined on your router (to avoid the possibility of a duplicate IP).

As to how to configure the settings, that information will be in the manual/setup guide that came with the device.
