unable to access specific files

OS: Windows XP
CPU/Ram: XP1500+ 256 DDR

Environment:

-Windows XP on both computers
-each user is an administrator on both machines
-both NTFS
-computers connected in same workgroup
-file and print sharing enabled, as well as ms client

problem

one computer can access all files on the other. however, one computer can access all files and folders on the other except for the system files (profiles, windows folder, etc.). i keep getting an access is denied error. any suggestions?

Are they both going through the administrative share- C$ ? Are they logging in with the same usernames and passwords?
