If I put another network card on the pc that has a build-in network adapter, can I set the second one to act as a switch and share connection to another computer? Thanks, I know a hub, switch or a router can do the job but I dont' want it

You can bridge the conenction and your pc will act like a switch, but if you just want to share your internet connection ICS and a cross over network cable will do the trick

Consider using AnalogX's proxy instead of ICS. It doesn't have some of the issues that ICS has in regards to IP address.
