Trouble connecting computers

I have been trying to connect my computer and my sisters of a network and I have been unable. My sister is also using Win XP. I tried to get her to join my workgroup using network setup wizard, but she gets an error. I think it is because she is using the Black Ice firewall. She gave me a port number type TCP and said I would be able to connect with it. I tried using New Connection wizard and advanced setup to connect, but I got this error "Routing and Remote access service was unable to start". How do I fix this? If I need to be doing something else tell me. Any help would be appretiated.

If it's XP Home, it's a pain in the ass. It will see shares but not much more than that. Disable Black Ice for the moment. You didn't mention a router, switch or IP addresses. I suspect that's part of the problem.
