If you have a NIC in both your PC and laptop all you need is a crossover cable and a basic network setup (check www.wown.com for basic networking instructions)

"I have a program that i want to transfer"
Is the program an installer program or a program that was installed, If the later then it is unlikely to work on the laptop once transferred but you can try.
Be sure to use the Copy function rather than the Move function.

Bryco is right. You can't move installed programs, only data.
