|Most likely reason is a third-party device driver, firewall or antivirus is interfering with it or blocking it. (In Safe Mode, third-party drivers, firewalls and antivirus are not loaded into memory, which is why they are the most likely suspects when something works only in Safe Mode.|
It requires a bit of detective work and trial-and-error to discover just what is interfering with it. In Normal Mode you'll have to disable or uninstall one third-party item at a time until your dongle is able to function properly - the last item you disabled or uninstalled to get to that point is the item that's causing your problem.
It can be lengthy process (unless you get lucky and find the culprit straight away) but there is no quick way with that kind of problem.
