Tiscali broadband overloaded?

Hi, I am just wondering whether others have noticed that the connection to Tiscali broadband (maybe it happens with other ISPs too) is sometimes difficult during peak times. I usually have my home network disconnected from the net when I am not using them. If I tried to log on during peak times (around 20.00-22.00) it happened to me several times now that I could not log on. Initially I thought there was something wrong with my router/modem but I am certain now it is not. Thanks for responses.
