terminal service client license

Clients could not connect, msg in event viewer said it couldnt give a client license and that it had ran out after the 90 days even though i had a license server installed on the PDC. I fixed it by going into the registry and hard coding the terminal server to point to the license server. It works great now. My question is why couldnt the server find the license server in the domain without having to hard code it? The terminal server is a member server on the same domain as the PDC with the license server running.
