Open a dos box and try
telnet /?
for help.

Normally the syntax is:
telnet <dest IP> <port>

E.g.: If you'd like to open a normal telnet session to another pc with the ip address e.g. 192.168.0.100 , the command is:
telnet 192.168.0.100

You can also open a session to a mail server.
E.g.: telnet <mail server ip> <25>
So e.g.
telnet 192.168.0.100 25

Maybe the windows firewall is blocking the ports.

yeah all the answers so far are correct.
you need to allow the firewall to allow the conection on both pcs and have telnet sessions service running on both. so you would have to check that its running go to the comuputer icon right click and get to the manage option then to services and aplication and find telnet. i think windows by default keeps it off this is for security. so just select it and either start it or tell windows to start on start up. this is in the properties menu

if you didnt set up the other pc and some one has been using it they might have told telnet to connect on a diffrent port. at work we have a few servers that do that

another thing to watch with telnet that i have found is that if you much up the password three times it just sits there connected but you cant do anything. just use the user comand and you can try again.

also telnet varys slightly depending what you have. my pc at work allows me to use the mget command where as this pc dosent?!?!

all text needs typos. There there for the reader to find,to distract them from the total lack of content.
google it! wasnt the answer to the question i asked so dont be dense and give me that repl
