TCP/IP Share with Satelite

Hello, I have Directway satelite internet and need to connect it to a DVR Security camera box (runs off ethernet to the internet). The Satelite internet comes in on USB and not through a standard ethernet setup. How can I have a computer connect to the satelite and share that internet with the DVR giving the DVR an IP address that the whole internet can see?

This is not as simple as using ICS or similiar. The DVR needs to be connected directly to the internet and not a VPN.

Does the server need to be setup and run services such as DNS, DHCP, or some kind of routing? I do not know, please help.
