TCP/IP problem

I installed a Tecom BT03030 USB Bluetooth dongle on my Win98se desktop. I have a Compaq iPaq 3970 which I am hoping to be able to connect wirelessly with my desktop. When I tried to launch the ActiveSync 3.5 program on the desktop which is used to synchronize files between the PDA and desktop, I get this Mobile Devices Properties error: "The TCP/IP network transport is not installed." and the application does not open. In addition, my DSL connection authenticates but I am unable to see web pages, like a web-page not found error. Any ideas on how I can restore the TCP/IP settings? I tried uninstalling the bluetooth software, but the problem is still there. Or any suggestions on where I can find bluetooth support or TCP/IP support? I have sent an e-mail off to Tecom in Taiwan but am not real hopeful that they will be helpful.
