I assume all switches typical take on an IP for themselves...is there any address that is normally used?
Secondly, do switches have to assign the pc an IP, or is it possible to give the pc (win2k/xp) a static ip and just point it at the switch.

You can assign an IP address to the switch if you want to, the only reason you might want to is to be able to remote into it and make changes to the config.
Switch's don't assign IP address routers and servers do(linux , windows W2K server can be DHCP servers)
Yes you can give your computer static ip address then you would not need a DHCP server then.
Switch is just like any other network device on the wire, it's just does a diff job thats all.
