Streaming video VERY slow

I'm having severe troubles with streaming video - it's very slow. I'm not talking about streaming video which comes from sites like Youtube (in which I have no problems at all), I'm talking about sites with real ONLINE webcam video. Until several weeks ago, the video from such sites was streaming fluently, but lately something went wrong and webcam video from the same sites is VERY slow, sometimes it actually stops. I'm using Windows XP SP2 with IE6, I have 2GB of RAM, I have no firewall, and no other applications are running except IE. Any ideas how to solve the problem?
