Strange outbound socket / tcpip problem

Specs: Windows 2003 R2
HI, Im having a very strange problem on a win 2003 server.

It started suddently a while ago that approx. after 24 hour after a reboot, then different programs like IIS (aspnet) and some java programs fails to open outbound socket connections, like sending email to an external SMTP server fails from aspdotnet pages, and the java programs looses their connection to the MySql local database. So its both local and external socket connections that fails. Inbound connections works fine, I can use remote desktop etc. But if i try to telnet any port on any external or internal socket then it fails.

A reboot solves the problem but only temporary, after something like 24 hours it reappears.

I tried netstats and the amount of active connections eems fairly normal.

The server has been updated with newest patches from ms, and nothing new has been installed on it for ages.

Hope someone can help me with a hint, because Im close to reinstalling it which would be a pain, because then i have to reallocate all the sites and programs to another server meanwhile.
