Strange FTP Problem

I've been having this strange FTP problem for about 1 month, and i can't seem to get the directory listing using *any* FTP connection with my browser or *any* FTP program. I'm using XP Pro SP1 and i can confirm that this is NOT an isp problem because my friend (also using ADSL connection with XP Pro SP1 + same isp as well) was able to connect to FTP sites with no problems. I usually get either an error 425 or 426 (usually it's 426 - Connection closed; transfer aborted). This also happens with the command line ftp program...no different.
I've tried ftp.aztech.com , ftp.rational.com and a few others - none worked. I could still login to some of them using Passive mode, but others totally shut me out with error 426 (most of them). Does any one have any ideas on how i can solve this problem? (apart from reinstalling the OS, because it's not a very serious problem to me as i can access http sites with no problems).
As i mentioned earlier, this is not an ISP problem - i managed to connect to the FTP sites in Windows ME, so i suspect it is some settings in Windows XP, but i'm not sure which ones as i've tried checking all of them and they seem fine. Anyone?

I have a fresh install of XP and my FTP works fine.
You dont have a funny firewall seting or NAT?

Does your firewall allow both port 20 and 21 through?

I've disabled the firewall and the same thing happens, no difference. Any other ideas?

I managed to solve the problem (finally)! It was caused by Netpeeker All along, the program was used to monitor data transfers in processes (for example iexplore is downloading 5kb and uploading 1kb, etc)...but i never thought this would be the cause until i remembered i had this utility install and it was the one and only thing that COULD be the root to all of this.
