Static IP weirdness on server

Here is a very unusual problem that I have encountered at a customer site. Server is running Windows 2000 SBS and it hosts web and email services. I have recently converted it to a single NIC and unloaded the ISA proxy/firewall. Now has a Cisco PIX 501 firwall in front of private subnet.

My problem is that the static settings I set for the NIC are not retained. I have setup and modified many servers running NT and W2K but have never seen this issue. If I check the settings with "ipconfig /all" it shows the expected dhcp enabled <no> reponse and the expected IP settings. However, rechecking the IP settings shows no static entries. I have replaced the NIC with no change of behavior. The server IP address is outside of the dhcp scope range of address that are assigned to clients.

Any suggestions to what is going on???
