Is there any way to emulate a slower LAN connection than you currently have? For example, if you are on an 100Mbps LAN, but want to see how an win32 application (not Internet tool) looks at 128 or 64 Kbps?

Last week we had similar discussion (http://computing.net/networking/wwwboard/forum/20721.html). The consensus is that it does not look like you can slow down LAN through the NIC.
