Slow internet/cant log into router

Hey guys, Im new to this site and all, and, well let me get to the point, My internet is a lot slower than it should be, my max dl speed is about 100 kbps with a cable modem... I have a laptop as well and its connection to the internet is fine, its not slow, and its dl speed is in the 4000s. Now ive tried a lot of things to get back my fast internet connection, but nothing has worked yet...I called my ISP and they sent someone over. They replaced the cable connecting from the telephone line to my house, and then left. Which did absolutly nothing. I try to ping my modem but it just times out, my modems ip is 192.168.1.1 and it wont even let me get to it. I typed Ipconfig in the command prompt and it gave me 10.0.0.1 as my router IP (well gateways)? I never changed it or anything..and i cant log into it...Idk whats wrong or whats happening with it, and thats why i need your assistance, and trust me, I greatly appreciate you helping me =(

PS: ( i tried running it in safemode and its still just as slow, so i do not believe its a virus/malware problem)

If the laptop is working and the desktop is not, then it isn't the connection, it's the PC.

Download and run TCPOptimizer from www.speedguide.net It's under broadband tools.

it gave like 200 kbps...but thats it...so its at like 300 now...

Download and run anti malware from www.malwarebytes.org

If that doesn't help, download and run Hijack This and post the log here.

That log looks clean to me. If you aren't using bit torrent delete btdna.exe

C:\Program Files\DNA\btdna.exe

The next entry is ok except the file is missing. I would delete that entry too.

Since you got rid of the viruses, run TCPOptimizer again.

Didnt really do much, I mean all i did was rerun MTU and and reset it back to optimal settings...which it was already at...so it really did nothing... any other suggestions? =\
Whys my IP 10.0.0.3 for my router? when it should be 192.168.1.1 ?
