Slow dsl connection

All, I've been having some problems with a slow dsl connection. I've contacted my isp numerous times on the issue and they haven't been able to provide a solution thus far.
My setup: I have two 1.3 ghz boxes, behind a linksys router. My dsl line has been tested by my isp and they find no problems. I've tried eliminating the router, that disn't help. I've re-formated my hard drives, re-installed windows and put norton antivirus 2004, with the lastest updates. No dice!
I've also tried replacing my nic cards and alas my dsl is still extremely slow, about 20 kbps.

Has your connection always been this slow? If it was fast at one time did somthing happen like an upgrade or a new install of something or whatever? You get the point.
Have you tried playing around with the Speed and Duplex on the nic card? Try putting this setting to 100Mb Full or Half.

If you are hooked to a router all your pc nic cards should be set as auto, not hardcoded as this will cause speed/duplex mismatches and causes all kinds of errors and slow performance . Trying changing the nics to auto and reboot the machines .

Who's your ISP? With some you have to change the MTU settings. Doesn't always need this tough.
