slow broadband speed

hello. i recently upgraded to ntl/chorus broadband 24mb and noticed when using windows xp i am only getting 6mb download speed out of 24mb on a broadband speed test. the thing is when i try the speedtest with vista 32bit the speed is always just over 19mb download. i even done a complete operating system install on xp and tried the test again but it still is only getting 6mb on xp. can anyone tell me why xp would do this. thanks. i am using a wireless netgear router and receiver that they supplied to me.
