wanted to know if it is possible to share a tv tuner card over a LAN so that other computers on the LAN can watch TV. currently, the TV tuner card is installed in one of the PC's which is connected to the LAN

Not directly, no.
You need specialized software to do that. There is some software out there, but as far as I know, there's no free stuff.
You're after some kind of streaming software for the box. Oh, and this will have to be a pretty powerful box, too. The LOWEST end box that we got to work was a dual 500M processor, with 100M bus, a very fast SCSI RAID, and 100M NIC.
The box has to take the signal, compress it, process it, then stream it out to the network. It's not an easy job for a system to do, and it will end up being a dedicated system.

One more thing... what about desktop sharing, like the one allowed in netmeeting? could the comp having the tv tuner card allow its desktop to be shared so that others can watch what is on that comps desktop. ummmw well, i tried that and it didnt work!!should it work???

One solution would be to install something like Real Server and set up a streaming server. You can stream offline files such as movie clips and audio clips, and if I'm not mistaken you can stream from a video input such as a TV Card. You can play it back using Real Player over a network, or even the Internet depending on your conneciton type.
