You'll need to use Internet connection sharing (ICS) and here is how to set it up.

yes, my first laptop is connected to a lan by network adaptor and router , with static IP.

I wanna have internet browsing on my second laptop, but this one is wireless connecting to that one.

Infact I wanna share the first internet connection(at first laptop)
to second one(wireless)

You don't have to go through the first laptop to get internet on the second one, or even use ICS for that matter. If the second laptop has a wired network adapter, connect an ethernet cable to it and plug it into the router. If the router is wireless, simply connect to it using the software provided on the second laptop.

If you insist on going through the first laptop, you might have to first change the DHCP IP range on your router to prevent a conflict.
