If you have a high speed connection use a router to get to the internet and then you can make the linux box into an in house FTP and SSH server. To see files on windows from linux, look at the samba client. I don't bother w/ samba but I have the rest of my network setup the way I described.

I use a program from analogx. I use two nic's in the windows machine (don't think you really have to.) Analogx's proxy is a proxy server that you put on the windows box. Then use the windows to connect. Then put the windows ip and correct port in the browser you wish to use at the linux machine. If you use firefox, KDE, opera it is on the connection tab under proxys. It you use dillo you need to fiddle with some config file. See readme file for proxy port numbers for various common uses.
Proxy is similar to windows ICS. There is a help and support page on ICS so the same is similar to analogx's proxy except you can use any private IP with it where in ICS you are limited.
