Sharing an Internet Connection

I need a device to share an internet connection. I am going to connect the incoming T1 line to this device, and then the rest of the computers to the other ports in the device.
My question is: does the device need any intelligence to share the connection? Can I just get a hub, or do I need a router/switch?
BTW, I need a 24-port device, and the internet connection is T1, not DSL/cable. It is a Windows XP peer-to-peer network.
I cannot change any of the above, and wireless is not an option.
