There are 30+ class computers in a school. I would like to connect these computers to a server and setup a VoIP program. I'd like a program that can install on the Server that has a voice modem, and a client program installed on class PCs. When someone wants to call out, they use the headphone on their computers (just like netmeeting) and the server actually calls out with its voice modem and transfers voice back and forth to the client. I have seen 3CX and Asterix programs but I am not sure how I should do it.
I need something relatively simple/easy and Windows only. Any ideas anyone ?
I wouldn't want to purchase any extra hardware and would like to be able to do it with existing voice modem.

VoIP will not work on a Voice Modem, you need to use VoIP on a Broadband Connection.........

Depends what you mean by a voice modem. A voice modem is a modem that is capable of sending and receiving voice messages, as most modern analogue modems are. In other words, an answering machine. Nothing to do with VoIP or the Internet.
However, if you mean 56K Analogue modem, then yes you can use VoIP with it provided you are connected to an ISP. However, it is pointless exercise as the quality will be poor and you might just as well use the telephone in a conventional manner as only one person will be able to use it at a time.
For multi-user VoIP you really do need a broadband connection and a reasonably fast one at that.

No no no no no.
I don't mean like that. OK here's what I mean:You know there are software that you can install on your PC and call out via your modem and you talk into your microphone and you hear the person in your headphone/speakers. Right ?
Now I would like a network capable program that can do that. It would have a client program that can be installed on all computers, and a server part that uses the modem on the computer to dial out numbers. I want others on the network to be able to transfer their voice packets to and from this server with a modem, and then the server program converts sounds it receives and passes it to the modem.
I want people to be able to place local calls from their PCs.
