I have bought an eTEC PT-3812 ADSL router and have set it up to accesss my ISP. I have tried to create a virtual server so I can setup an FTP server with access from the internet, the router doesn't seem to be passing the information.

I do not know the functionality of that particular router.
There are two things you can do to get your server on the Internet. Forward the appropriate ports (using the router configuration) or place the FTP server in the DMZ port (enable it as well).
If you have neither of these options, buy a router and try putting your existing one in bridge mode. It will pass the connection mindlessly to the new router.
