But i heard that VPN server requires an manual ip. If that is true can u guys help me?

There are many types of VPN's and tunnels. Most of the issues with dynamic IP's are not the finding but they tend to change in the middle of a connection. Some tunnels do allow the system to follow the ip change. See things like dynamic dns and open vpn's or stunnel or https connections.
