In the past I have noticed that private server welcome messages display the rules of the server and warnings and threats of criminal prosecution. I was wondering if there is a message or some website that his these swelcome messages so I can use them on my own private server. I want to be able to warn users that it is private, that they must leave if they are affiliated with such-and-such, etc. Does anyone know of any welcome messages that cover those items or a website to help me out? Thank you for your time and any help you can offer.

You can display a startup message that appears after a user presses CTRL+ALT+DEL to login. You can do this using a local security policy for standalone computers or use group policy for all domain computers. The setting in either is "Display message for users attempting to log on".
