Server 2008 Administrator account creation

Good morning
I have set up a Microsoft Server 2008 Standard with SP2 in order to install a Team Foundation Server.
As far as the server is conserned everything is fine.The problem is this : I have also created a user in my domain and I need to make that user administrator of this server so as to install various programs on it.Even though I have put that user in the "Administrators" group I get an error that this user is restricted by policy every time I try to do something such as ,for example, to open the services of the machine.
Any ideas why this is happening?
Should I check any policy somewhere?

Did you log the user off and then back on after adding the Domain account to the Local Administrator Group?

Yes, I did. But it did not work.
I keep receiving messages about not being able to do anything due to policy restriction.

Hope this post do not sound silly but the same issue was with
me.. and i checked in control pane > user accounts > there was
only one account called administrator so i had to add from there
and authenticate the new user. see finally it works...
