I am totally new to wireless networking and need to know how to send files over my network from my laptop to a desktop pc which is connected to a router? I am using many cd's moving files from each computer and would like to know how to send them over a network?

share one folder to be accessible to other PC. OR share your CD drive.

That's very simple.
Make sure the workgroup name is the same on both PCs. On PC1 right click on the folder you want to share files from and go to sharing. Set the appropriate settings. On PC2 do the same thing. Reboot both machines and you're done.
If this doesn't work then i'd try setting static IPs on both machines, sometimes this resolves a lot of troubleshooting.
