Send an ip address with VB

Specs: Windows XP
Hello I want to send the following Ip address
http://10.80.1.121/rcon/0f2c
to turn on a network device. I can do it with another bit of code I have but it opens a web page. Does anyone have any ideas on how to do this without opening a web browser?? Will i need to use Net Send??

What do you mean by "send"?

Are you talking about a PXE NIC?

Ok I think I understand you.

What you want to do is utilize Wake On LAN (WOL) to wake a computer up across the network.

May I suggest you google "wake on lan" and do some reading. I'm sure you'll find plenty of info online to help you accomplish your aim.
