rundll32.exe problem on network set

I am getting a "Run dll as an app" error with rundll32.exe when I try to run the network setup wizard in windows xp pro. I've tried replacing the file with one from the windows disc and even tried doing a windows repair from the disc. However, the error keeps appearing. Any ideas?
