VPN always fails behind my Linksys Router. Connecting the internet to a 2 NIC computer works for me. When I turn on the basic firewall, is it secure or is the Linksys Router more secure? How is it secure if it isn't?

You can test the security of both at the Shields Up web site. Run their tester and see if there is indeed a difference between the two.

OK, but which is more secure. Linksys Router or Windows Server 2003 acting as router. Why is it more secure if one is more secure?
