Roaming profile problems

Hi, I have noticed a lage amount of profile problems at work. When the network goes down or user resets his password, it will no longer use the roaming profile and keeps creating local temp profiles this can only be solved by removing both local and roaming profiles there appears to be nothing wrong with the roaming profile as once the new roaming profile has been created, i have manualy pasted the original profile back in place and works fine. So my question is this, is it possible to force the user to pick up the original roaming profile insted of creating temp local ones? Sorry if the post is confusing, Thanks in advanced Tech123
